They only stay on for 3.5 hours before needing another charge?

Yes approximately. We have had one go for longer about 4 hours

If electricity is out for a day or more, and you use the bulbs and they go out, then you cant’ recharge them until electricity comes back on, correct?

That is correct. Bulbs need to be in socket to recharge.

How do you turn them off? Some city have a lot of power outages and thought it would be good to have one in the bedroom, but they stay on when turned off

If you have a light with more then 1 socket you need all the sockets filled with one of these lights, you can not mix them with regular lights because of the way they work. These are designed for single socket fixtures.

Can I order one sample to check your quality?
